 About approval of “The Instruction of the New Consumer Connection on the Water Supply Network”

1. Approve “The Instruction of the New Consumer Connection on the Water Supply Network” (hereinafter called the Instruction).
2. Charge structural and territorial units of the “United Water Supply Company of Georgia” LLC to directly follow requirements of this rule.
3. Charge structural and territorial units of the “United Water Supply Company of Georgia” LLC to release/make public the rule in the accessible place for the consumers.
4. The Deputy Director in the technical field (I. Maglakelidze) is in charge to control the execution of the order.
5. The order comes into force from March 15, 2010.

1. Requirements of this Instruction are valid only for connection of those houses, enterprises or other properties on the water supply system that are not connected on the water supply system and were not getting the water supply according to the legislation requirements.
2. Requirements of this Instruction are not valid for water supply of those houses, enterprises or other properties on which have given out specifications and which have or had water supply according to the active legislation of Georgia.

3. The application should be followed:

1. Name and address of the applicant.
2. Essential elements (name, surname, address for the physical person; name of the organization, juridical address, bank requisites, identification number and date for the juridical person).
3. Targeted place for water supply.
4. Form of the possession of real estate.
5. Purpose of drinking water consumption (domestic or nondomestic).
6. Volume of requested and/or waste water.
7. Date and time of submission of the application.
8. Signature of the applicant.

1. Confirmation of real estate possession. If the property is under temporary possession it is necessary to present the written confirmation of the owner of this property;
2. Cadastral map and situational plan;

1. The relevant office of the service center photographs the situation of the site.
2. After on-site assessment the service center draws up projects of schematic drawing of the connection place on the water supply network and the technical specification of water supply and sewerage of the object. These documentations together with the on-site photos of the connection place and the appended copies of the documents must be sent to the “United Water Supply Company “LLC for the agreement. Alongside with this, the service center informs the regional branch about the sending of the above mentioned documentation. While drawing up the mentioned projects the service center is authorized to receive the relevant consultations in case of necessity from the authorized person from the Department of Water Supply and Construction of the Company.
3. Upon receipt of the documentation indicated in the paragraph #3 of this article the Department of Water Supply and Construction of the “United Water Supply Company” LLC reviews and agrees the projects of schematic drawing of the connection on the water supply network and the technical specification and sends to the service center without delay.
4. On the basis of the agreed technical specification and the appended connection scheme on the water supply network (agreed documentations with the Company), the service center issues technical specification together with the appended connection scheme on the water supply network on the applicant (these documentations must be signed and stamped by the manager of the service center). The projects of the technical specification and the connection scheme on the water supply network (agreed documentations with the Company) are kept in the Service center.
5. After issuance of the technical specification and the appended connection scheme on the water supply network the service center is obliged to send the copies without delay to the regional branch and to the Department of Water Supply and Construction of the “United Water Supply Company” LLC.

1. The technical specification should be issued during 24 hours upon receipt of the application. In case of necessity the director of the Company decides the question of prolongation of the term.
2. The amendment of the technical specification is permissible only on the basis of the agreement between the parties.
3. Together with all the necessary information, the technical specification of the connection on the water supply network should contain the following:

1. Interface point;
2. Diameter of the pipeline and connection;
3. Permissible volume of drinking water consumption from the water supply network;
4. Interface point on the sewerage network;
5. Permissible volume of the discharge in the sewerage network.

4. While preparing the technical specification the supplier is obliged to determine the interface point and other requirements for this connection according to the expediency of the technical specification. The implementation of the process of connection should possibly require law expenditures.

1. While issuing the technical specification the supplier (the Company) decides if it is necessary to draw up the connection project. In case of necessity of such project, the applicant draws up the connection project according to the construction norms, rules and other normative documents.
2. The connection project should be in total accordance with the issued technical specification. Otherwise the object will not be connected on the water supply network.
3. All project amendments in the process of design and all deviations from the issued technical specification are subjects of additional agreement with the service-center.
4. The author of the connection project is responsible for the accordance of the project with the construction norms, rules and other normative documents.
5. The applicant is obliged to agree the connection project with the supplier (the Company).

1. The supplier (the service center) is responsible to organize the measuring point. The supplier (the service center) is authorized to require the payment of expenditures for the measuring point and the installation of the meter from the applicant.
2. The consumer is authorized to purchase and install the measuring point (the meter) with own forces. In this case the applicant should not be asked to cover expenses of the measuring point and the installation of the measuring point.
3. The meter of drinking water should have protection from illegal (unauthorized) interference to avoid the change or infringement of the meter reading.
4. The measuring point should be in accordance with the active technical regulations and standards of Georgia.

1. After installation of the measuring point (the meter) and implementation of all works connected with the new connection (by applicant or the service-center) the new customer should be connected to the water supply network. The meter should be sealed in presence of the representative from the service center.
2. If the implemented works are not in accordance with the technical specification and the indicated data in the connection project (if this project is issued), the applicant should not be connected on the network till redress of the defect.
3. The relevant act of the connection on the network should be composed right after the connection and signed by the representative of the service center and the applicant.
4. The act should include data of the application and the date of commencement of drinking water supply. In case of individual meter the act should also indicate the type and number of the meter, initial reading, number of lug and the period of planned inspection of the meter.
5. The composed act is the basis for the commencement of water supply for the applicant and accordingly the registration of the consumer.
6. The newly connected consumer on the water supply network should not be asked to present additional application for the purpose of registration.

1. If the applicant needs water for irrigation, construction or other purposes he/she should get the right to use drinking water from the network on temporary basis only if this is possible from the technical point of view and does not have negative influence on the water supply network.
2. In case of the temporary connection the applicant becomes responsible for installation of the measuring point (the meter).
3. The parties can agree about supply and consumption of drink water without individual meter.
4. In the case indicated in the third paragraph of this article the consumer should be billed according to the used mounting or according to the capacity of the equipment plus multiplication of 8 hours usage without exceeding of one month.
